When you download a document it may go into your Google Drive, or it may go into "downloads" You can find these by clicking on the circle in the lower left of your screen, and selecting "files." Stuff that is in your "Google Drive" will always be there for you when you open a chromebook with your AARP account. Stuff in "my files" seems to go away when you shut down, so that is not a good place for permanent storage. You can move files like in windows; select the file and drag or right click and copy/paste.
